General Description [Note: I’ve not used this heading on any of the pages,
although they’ve been used in the DFO materials. Re:
Strategic Application, I haven’t used that heading on any, although some sense
of how people might want to use the Act should be included. For example, if I want to get a park
created, how would I go about doing that?]
The Park (Regional) Act provides for the designation
and administration of regional parks
and trails throughout BC, to be administered by regional
districts. Twenty-two of the twenty-seven regional districts in the
province manage regional parks.
Regional parks are “dedicated to public use and
enjoyment.” Land for regional parks and
trails may be acquired by purchase, lease, grant from the Province, or by
transfer from a municipality.
In contrast to the provincial Park Act, which sets
out what activities may and may not happen in a provincial park through
legislation and regulations, activities in regional parks and trails are
governed by bylaws passed by the regional district. At the present time, the bylaws must be approved by the Minister
of Water, Land and Air Protection.
Within five years of the establishment of a regional park,
an official regional park plan must be prepared and approved by both the
regional parks board and the Minister.
The provincial government has indicated its intention to
repeal the Park (Regional) Act, arguing that other local
government powers to manage parks are sufficient.
